Default Is this possible?

I want to do a search that steps through all the subfolders under a folder

1. Check a specific text file (determined by file name mask) to see if it contains a specific string of characters

2. Check all the files in that folder to see if any of their file names contain that same string.

3. If any do, skip to the next folder.

4 If they don't, copy that text file to a specific folder and then skip to the next folder.

5 Repeat.

BTW, I'm very weak in writing batch files, so I would need some specific ideas to do this.
