Default USB drive formatting too small

I have a Sandisk Cruzer USB drive with 128 Gig capacity. I ran a utility that turned it into a boot disk for doing a memory test. Now the drive only appears to hold 48mb. I tried formatting it with exFAT but Windows is only letting me to a quick format. Does anyone know how to fix this, other than searching the web again.
