Default Guaranteed hard refresh?

I'm looking for a Windows browser that can do a hard refresh 100% of the time I ask it to. So far all I find is suggestions about how to do it in Firefox or a different browser, but this information is not reliable. What I need is advice from someone with actual first hand experience with a browser that is 100% reliable in refreshing.
