Default IE8 bug with named anchors

Is anyone familiar with a bug we recently ran across in IE8? If a named anchor <a name="tag" id="tag"></a> doesn't contain text, IE8 can't find the link. Coding <a name="tag" id="tag">&nbsp;</a> is one work around, but some text screen readers read the non-breaking space, so we try to avoid using them.
