Default SEO -- What really works?

I have client who manufactures and sells fitness clothing. She tells me that her website is generating fewer sales this year than last and is asking me about SEO. I support some websites, but not hers, at least not yet.

What I think I know is that most of the companies that claim to do SEO are using pretty bogus mechanisms. Is there any way of knowing what actually works and what would be a reasonable charge for the service?
