Default One line plus one million lines

Perhaps there is a better way than a text editor for my real objective: Take one line of tab delimited text, add one million lines of comma delimited text, and use the result as input for MS Access 2010.

DOS Command:

copy 1line.txt + 1000000lines.txt result.txt

as a possibility. Can I do a DOS command in Windows 7? If not, maybe in the command window on Windows XP Pro.
