Default Layout Automation

Here's what I'm trying to do:

I have 80 custom postcards. I would like to layout 8 postcards per 11x17 page per my exact specifications (size, location, and spacing).

What kind of a program can do this automatically for me?

Before you recommend using the Contact Sheet option in Photoshop, I've already tried that. Although this is close to doing what I want it to do, this feature will not allow me to customize the SIZE of each postcards and the SPACING between them and their EXACT location on the page.

Any suggestions?

I would like to just point to a directory filled with images and click "go" and allow the program to create as many 11x17 pages required in order to include all the images inside that directory.

Thanks in advance.
