Default Windows Power Expansion

My wife's computer is infected with "Windows Power Expansion," which is apparently fake anti-malware software, which may also steal credit card information and cause other ills. I see several solutions from Google searches, but I am really unsure how to proceed.

It is disappointing that McAfee and Spybot are of no help in eliminating this malware. I am able to run programs on a different user from my wife's usual user, but I am not sure what to do now. Any advice?
