Default Microsoft Office Access 2010

I am considering Microsoft Office Access 2010 for a new database application, but I have a few questions. Probably it is suitable, but I want to know before purchase.

1) Will Access 2010 handle a database of a million records, 300 bytes per record?

2) The older Access tried to prevent bad data from entering the database by checking on linked fields. Can that feature be circumvented or somehow used to flag bad fields, rather than rejecting the records?

3) When development is done, the database would be distributed with the run-time module on a CD or DVD for users. Any difficulties there?

4) The database would be loaded from a comma delimited or fixed field text file of a million records. This should be easy, but then there would be linking to other records for validation after loading, for example, zip codes, or correcting street names to match USPS standards. Any difficulties with doing that?

These kinds of things I once did easily with MS Foxpro, but MS Access is more user friendly, or at least I think so. My hope is that the development I want would be quicker with Access. Any other advice would be welcome.
