Default Best Downsample Technique

Does anyone have a good tool/technique/action for preserving fine detail (as much as possible) when downsampling an image from 2000+ px wide to under 400 px?

I changed Photoshop's options to use Bicubic Sharper. That helped some. I just tried a series of 10% reductions. The result is overly sharpened, although perhaps better for the intended use on the web.

Just looking for suggestions?

Also, I used use an action call UltraSharpen to prepare images for print, but it no longer works after moving to my new computer. And is no longer available on the web. Anyone have a favorite tool for sharpening images for the press (or the web).
