Default Annoying Outlook Express message

Every time I reboot, I get an annoying Outlook Express message about compacting my OE messages. Outlook Express was installed with Office 2003, but I am using Thunderbird and have never started Outlook Express.

Add/Remove software does not show me Outlook Express, so I don't know how to uninstall it. There must be a way to not get that message, and I am hoping someone here knows how to do that.
