Default Pantone Swatch Guides

I hope to buy some Pantone swatch guides and have found some seemingly good deals on eBay. However, I've noticed the different editions - 3rd and 4th, for example - and wonder how much difference this makes. I was also using the Pantone guide at my local print shop today and noticed text stating that the owner must purchase a new one every so often - annually, I think - because the pigments will fade and thus loose their value as a true color guide and because year-by-year the swatches may be effected by availability of raw materials used to produce their actual color. It even includes an underline for which to write in the date of purchase so the owner will know when to buy a new one. The lines were left blank though, and the guide, which had no copyright year, looked heavily used.

So my question is, does this disclaimer hold a lot of truth or is it used largely to keep people constantly buying the latest Pantone guides? I know their pretty expensive if you buy them straight from Pantone's website. If this isn't something to take very seriously, I could probably get coated and uncoated guides off eBay for around $20 a piece. Those are the two I'm thinking would be the most essential anyway.
