Default Position without <br clear="all />

I'm developing a new template for an eventual entire site redesign and we're having some problems. (Our development server isn't available outside our network so I can't post any links. I'm going to start with a general description and can copy/paste code later if necessary.)

The basics: we're doing a 3 column layout without tables. There's a header and main nav bar at the top of the page. Then, a "wrapper" around the three columns that floats left.

The first column is local navigation with relative positioning. The center is the main content. The 3rd column is side boxes with absolute positioning.

After the "wrapper" closes, there's a footer that floats left.

The problems crops up with the content in the 3rd column is the longest column. No combination of the clear attribute is making any difference; the text extends thru the footer. The most annoying part is testing with a <br clear="all"> doesn't even work. So I know there's something wrong with our CSS, but since it validates it's hard to track down.

Any and all advice welcome.
