Default InDesign delayed folio start?

Probably a newbie question, but does InDesign CS3 let you delay (and suspend) printed folios? That is, start counting from page 1 but not display folios until page 3?

It seems like a basic requirement for mulit-page document or book design, but I haven't been able to figure it out.

I want to have chapter or section title pages, without folios, and backed by a blank page, but included in the page count.

I know we used to do it in Bowne's code-based typesetting system for financial documents, and that was pretty old-fashioned, so surely Adobe has provided the capability.
