Default Drawing softare recommendation please

My granddaughter (college sophomore) wants a graphics program that will run on her Vista laptop. She primarily wants a good drawing program that will do layers, allows text manipulation (rotate letters, bend text around curves, etc.), and can be used to build animate gif's. She is not much into photo retouching, etc. (yet). Some of her friends use GIMP, but I don' tknow how suitable it is for those uses. Cost is a factor, so high end products are out of the question.

I'd appreciate any recomendations.
