Default TIF files that only open in Photoshop

Does anyone know why some TIF files will only open in Photoshop while others will open in Windows Fax Viewer, for example? I just sent a TIF file to a magazine who said they couldn't open it because it was just that white box with the little red x - I am sure everyone is familiar with that box! Anyway, I just can't figure out the difference between the TIF files that will open in other programs versus the TIF files that only open in Photoshop. I would love some input!
