Default InDesign Question

I am building an ad in InDesign and I want a thin border all the way around the ad - a .25 stroke. I keep running into problems with the border because the right side stroke appears to be thinner. The existing page border is in the way a bit since my border is also black - it's hard to see exactly where my border lies. Just until I can get it lined up properly, I have changed the stroke to an orange color so it stands out. However, so far, I am still unable to get the border to be perfectly even all the way around the ad. I was able to eyeball it in InDesign and thought I had it just right and then once I saved it as a PDF, it shaved off a tad of the stroke on the right! Does anyone have a good tip for me? I need to try something else. Any suggestions would be helpful. Thanks!
