Default Why all the grey text?

What is it with web designers that they think something is wrong with black text? I am really tired of having trouble reading low contrast text.

I acknowledge that I run my monitor at pretty high resolution (1600x1200 on a 19" CRT), but I am certain that if they problem text was 100% black I would have not problem.

Rant over. The specific text in question is marked #868686. Does anyone know how to convert that to %K ? My first thought is 86%, but it seems much light to be that. It really looks to be under 40%.
