Default CSS layout tool

CSS Layout Generator is a worksheet-based CSS layout tool.

You fill in boxes specifying the DOCTYPE and describing what you want (header, 1 to 3 columns, footer) for example. You specify background-color, widths, whether liquid or fixed-width, fonts, etc. Then the software creates an empty HTML file and the CSS file that will control that page.

It is a bit minimalist, but it does seem to take care of the essential elements. Since the divs and columns are all pretty much empty, you have to work out the padding, etc. so it looks right.
