Default Browser Setting Difference

I am seeing a difference between Firefox 1.5 and IE 6 while viewing this forum and other forums, too, where I see annoying special characters where there should be quote marks. Since the fonts available to both browsers are the same, it must be in settings somewhere.

Here are two screen captures from this forum, from a message by KT today, with the special characters in the first attachment (Firefox), and the correct characters in the second attachment (IE6).

What is the difference, and how can I fix it?
