Default Book billing

When you quote a per-page price for book layout, do you subtract the blank pages from the final page count when you add up the bill?

We start new chapters on right-hand pages, so we usually end up with several blank left-hand pages. I've been subtracting them from the page count, but I recently talked to someone who said she never does.

Just curious to know how others handle it.
