Default Tool for complex charts

Hi all, hope you can help me. I am writing a book I plan to self publish. In a few weeks time I will start looking for someone to do the layout. I have a little experience in overseeing such projects, but not in the last 10 years or so. I'm trying to bring myself up to speed.

The book deals with technology, and will have several charts. I'm wondering if one of you can recommend to me which software would be best for creating them. Basically they will be circles (taking up the full page) or segments of those circles (shaped like a piece of pie). There will be dots of various sizes and colors scattered around in those charts.

I have several thousand datapoints that need to be charted. I would like to be able to give the DTP person an Excel file for each chart that contains the data (i.e. where the dot should go), the label for each dot, as well as the size on exact color of the dot.

Is there a software package that can take in this data and automatically generate the chart?

What I am trying to avoid is having the DTP need to go in a manually set the color and adjust the size of each dot.
