Default CMS or Blog suitable for mirroring print content?

Let's suppose that a weekly publication with no current web presence wants to start pushing selected content onto the web. There are services such as zwire that can be subscribed to by the publication, but I'm wondering if a simpler, lower-cost way to begin would be to install simple blog software (when site development begins) and copy/paste from the pages of the print layout.

I confess complete ignorance of blog software, so if the idea is daft I need to know it. Is it? Would paying for a service be a better investment of time and money? How about starting simply with a blog until demand grows enough to warrant paying for the service?
