Default Create a round JPG?

Looking for help ...

I have an image created in Photoshop Elements v1 that I want to turn into a JPG for displaying on a webpage. This image consists of a thick round frame with a picture inside it and letters on the frame. I want to save it as a round image with no corners. So far, the only way I've found to save an image so that it looks non-rectangular is to make it a gif and set the background to be transparent. Unfortunately, with this image it has to be a jpg (I think) because the bit inside the round frame is a section of a photograph.

Is there a way to save a round (or non-rectangular) jpg image? If so, how do I do it, and what software do I need?
