Default HTTP Header

Where is this value set? When I run http://www.vapartisans.org/ thru the W3C validator, it tells me I have a character encoding mismatch and uses UTF-8 from the HTTP header instead of the value I have set in a <meta> tag. I only ever see this with XHTML. How do I fix it?
