Default Font embedding permissions

Various font producers do not allow embedding their fonts except under special licence (for which the most astounding fee may be charged). But OTF and TTF font files contain one of four 'permissions', which range from total laisser faire to total prohibition: the middle two are 'editable embedding' and 'preview & printing, and are the two most reasonable and most common. Therefore, if a font producer wants to charge an additional fee for allowing embedding and make his fonts available as TTF or OTF files, he must (a) set the permissions flag to at least 'preview & print', and (b) frighten users into not attempting to embed his fonts without paying an additional licence fee.

I think it can't be done. Sensible people will not buy new Type 1 PS fonts in future, and the only ones they will buy will be those that allow at least preview & printing embedding.
