Default Photoshop dunce question

I want to create a sample of torn paper for use as a text background.

So I opened Photoshop, drew a square, gave it a tint, selected it, and went looking at filters. The Torn Paper filter does zilch. (That is, I play with values, but no change occurs.) What am I missing?

Or where do I begin?
