Default Table free design with CSS

Elsewhere in the forum there is a discussion of table-free design. Judy provided Ian with the following resource:

which is quite detailed. I need to study it further to get some grip on it, but do I correctly guess that "User Agent" or "UA" actually means browser for most purposes?

My two questions about CSS elsewhere are about a large existing web site that I am converting to CSS. To change the tables there would be difficult, but maybe I will consider it after getting rid of all the invalid code against HTML 4.01 validation in Dreamweaver 4.01.
