Default Need help with CSS layers

I'm working on setting up a "photo sampler" on my website. For various reasons I want to do it myself rather than use one of the programs that are available. The basic layout is a central page with links to six individual "subject" pages. Each subject page will contain anywhere from 4 to 8 individual photographs, with text titles and captions. The photos are stored as jpg's. My tentative design for the six subject pages starts with a banner title across the top (mixed text and graphics). Below the banner is a column of thumbnails on the left and the large version of the currently-selected photograph on the right, complete with title and caption. I want the thumbnail-list and the photograph to each have their own scroll bars. I also want an active relationship between the thumbnails and the big picture, such that when the user clicks on any thumbnail, that picture appears on the right.

I know I can do this with frames, but frames are ugly and complicated and generally not a good idea. I've been told I can also do it with CSS layers, but I don't know how. Where do I go to find out how?
