Default Simple HTML Editor

I am sure we all have simple text editors on our computer systems. I was wondering if there was available a freeware and simple HTML editor that would enable one to compose text offline that could then be copied and pasted directly into this forum's or a CompuServe Forum's message compose or reply window when online.

In my case, I would need one compatible with both W98 and Linux.

Yes, I know Google can uncover a few hundred thousand possibilities, but I am seeking testimonials from those who can actually attest to and recommend an editor they themselves use for the same or similar purpose.

Forum-compatible, if relevant, would be a big plus, that is, includes all the same font, justify, list, link, tables, indentation, etc., options one finds on the tan colored bars when one is composing a message for these forums, although I would expect those options to be standard HTML directives.
