Default What is Joomla/Mambo?

OK, I give up. What is this Joomla/Mambo thing and what does it do that cannot be done with GoLive or Dreamweaver or whatever? Please use (to borrow from Marlene) monosyllabic words ;-) because I've been reading all these messages about it yet have not one clue about any bit of it. Well, OK, I gather it is somehow responsible for the existence of that very nice-looking hurricane evacuee help site, but that's all I understand.

My hunch is that it's something I'll sooner or later need to know about, so I might as well get a basic definition/description of it now. I hate feeling totally clueless! <g>
