Default Search-engine optimization?

In my search for a web-design job, I've noticed that a lot of ads mention this thing called "SEO", search engine optimization. I've looked around the Web for sites that discuss how to do it, but so far haven't found any. I figure it's one of those things that you have to pay to learn about, in the form of books and/or training classes.

I have a very little money to spare, so I'm looking for a good, inexpensive (say, the $20-25 range) book that discusses the hows and whys and whats and whens of SEO. Any recommendations?
