Default Need Help with a PMS Color

A customer identified his desired background color as S 3-8 from the Pantone Process Color System Guide.

I cannot find that color in any of Photoshop 7's books in the Custom Color dialog. If I simply enter CMYK values in the color picker (25Y 10K) and use that to fill the background layer, the colors in the Info tab are 10C, 25M, 30Y, and 0K.

And I assume that's how it will appear when plates are made.

What do I have to do to get a printing press to print the specified 25Y 10K? This will be with a matt finish on thin translucent plastic (i.e. the face of a speedometer)???
