Default <title> length?

We're updating our documented standards again and I noticed we have an undocumented standard, using unique <title> tags for each page going from specific to general. However, some of our offices need such long titles that we don't have room for more than a document name, so including the general (i.e., office name and govt. office) is often omitted.

So my question. In general, is there a rule of thumb for a recommended max number of characters in the <title>?
