Hmm. I would always try to get the fastest processor that you can. The faster the CPU, the longer the machine will be useful as software makes greater demands upon it over the years. The same goes for GPU, bus speed, etc.
You can, as you say, buy more RAM later or elsewhere (as Apple's prices are a rip-off for extras), and you can also swap the hard drive, though on an iMac that requires a bit of effort and some trepidation.
I have a 2006 iMac (2Ghz 17"), which still works fine, though I am tempted to get a new Mac some time soon. Perhaps in the autumn.
