Default Chrome/Windows exploit

Chrome vulnerability.

Chrome updates itself automatically, but in this case a restart should be done afterward. It appears this only affects Chrome in conjunction with Windows 7. The bug was fixed with version CVE-2019-5786

I have no idea if/how this affects browsers that use the Chrome engine, such as Vivaldi.
