Default Need advice on software selection

Problem Description:
Risk Department of a bank makes a regular report which is 40+ pages document with text, graphs, data tables, pictures. More than 10 people are involved in preparation of the report. Many of them have just basic-medium computer skills. At the moment Word+Excel is used (MS Office 2003). As a result we have the following problems: embeded objects sometimes jumps to other pages, not possible to use embeded objects linked to external excel files with data because only one of all users can refrefh them.

1. Does it make sense to try a DTP system in our case?
2. May MS Office 2007 solve our problems?
3. If answer to Q1 is "Yes" - which DTP system would you recommend?
