Default Nice graphics monitor

My daughter is looking to upgrade her monitor. She currently has a Viewsonic VA2231wm, which is a 21.5" widescreen monitor. It's not bad, but she's discovering that color fidelity is not all she would like it to be, and in general she thinks she would like a better monitor. I'm thinking that a 24" might be worthwhile, but I'm not sure if it's going to be in budget...

Does anyone have some good recommendations? I'm interested in specific monitors or what to look for. For instance, I've been reading that IPS panels provide better color fidelity. Is this true, and is it worth price premium I seem to be seeing? Also, is there any software that can be used to help improve color fidelity?
