Default Topaz JPEG Fixer, etc. (Windows)

Jpeg fixers are designed to remove jpeg blocks. color aberrations, and fringing. Topaz Labs offers a free Jpeg fixer plugin called Topaz DeJPEG (Windows only). I ran some quick tests using my standard torture-test images. DeJPEG is best solution I've found to date, and I've tested quite a few. Not to to mention that it's free. But like many jpeg enhancers, it tends to slightly subdue some of the color. So keep an eye on your photo, and touch up afterward if needed.

I also tested Topaz Vivacity (Windows only). This is not free. It includes several plugins for denoiseing, jpeg enhancement, enlarging, and sharpening. I did not do enough testing to vouch for this set. But I will say that if you are into photo retouch and restoration, it is worth your time to give it a test drive. Also, some of the plugins are up to controlled over-boosting for special effects, such as simplification and edge creation.
