Hi kevp,
You can use Kvisoft flipbook maker pro, i think it is the digital publishing software that can help you achieve your work.

Step 1: You can save all your 80 individual manuals as PDF files.
Step 2: And then import all these PDF files to the Kvisoft digital publishing software.
Step 3: Create tablet of contents for your publication, and you can also create bookmark for it. Visitors click the directory of tablet of contents, they will be guide to go the page where the directory on. Of course, you can also add link on the page like "see section 11.2 of Troubleshooting Manual ####", then the link will guide visitors to the page "section 11.2 of Troubleshooting Manual ####".

The software allows you create links, add videos, images, etc on the page.
