About 5 years ago Mstratil I was faced with a similar decision. I thought you might find my experience useful.

I had transcribed 160 letters my ancestors had written into MS Word. I wanted to put them out as a book but knew the market was limited. Having had no experience with publishing I priced professional help but when quoted $50 an hour I realized I would have to do it myself.

I attended an adult education class for Indesign and was impressed but could see the learning curve would be steep. The purchase price of around $1,000 was a further deterrent, particularly as I was unsure of my of my ability to use it. In the end I decided to try PagePlus, which was then about $100, and found it entirely suitable. I certainly needed help from the PagePlus Forum but it was there when I asked. It took me a while but eventually I produced the book, complete with index, which sold 150 copies.

I can't answer your question if Indesign would be better. I suspect it would be but for my needs PagePlus has been entirely adequate.
