In Chrome, you can rightclick a link and choose "Open link in new window" if you like. Pretty sure IE and Opera have something similar.

Or if you want to start a new window and open a different URL, in Chrome you can rightclick the Chrome icon on the taskbar and choose "Google Chrome" to launch a new instance.
