The reason I downloaded Scribus 1.3 from cvs is that I got tired of reading "That's in 1.3" in response to someone's request for a feature on the Scribus e-mail list. I decided to see for myself.

Since I'm basically doing this as a hobby now, it's no disaster if the program proves to be unstable for me. Also, you can have both the stable 1.2.1 version and the cvs 1.3 on your system. I don't, though. I'll leave 1.2.1 on my laptop until I see how 1.3 does on my Linux desktop computer.
