Default Embed Flash in HTML

I embedded a flash file in html as follows:

It is working for me, but then I saw something on the Internet about adding this line:

What is this for? Do you use it?

Also, what permissions to you set for your flash file on the server? I have mine set to 0444, which means read only for user, group and world.

Basically, tells the user "This thing wants Flash ActiveX player version blahblah. If you don't have it, here's where to get it."
