"roaming" is a reference to "roaming profiles". In a Windows client-server network, also known as a Domain or Active Directory environment, a roaming profile is one that follows a user from computer to computer. In that kind of environment, one has to log onto the computer with a username and password that is known to the server(s). Normally that establishes a new user folder on the local computer that contains some to a lot of local/personalized data.

If the system administrators set up the users with roaming profiles, that local data is stored on the server and is copied to whichever client computer one logs onto.
