The command prompt for Win7 is in pretty much the same place it's always been: Start | All Programs | Accessories

Or press Windows Key + R to get the RUN box and type your command into it or type CMD to get a command prompt.

Will Access know what to do with mixed tab delimited and csv data? You might need to convert the first line to CSV also.
