It's Windows Live Mail and it's not included in Windows 7. You have to download it. You don't have to download other Windows Live programs if you don't want them. They are individually selectable for download.

You can use any mail client you want to that runs under Windows 7. I've used Opera's built-in e-mail client for years and it's what I use in Windows 7 and every other Windows and Linux OS I have installed.
