Think of Photoshop Elements as a junior version of Photoshop. And you already have Photoshop. So unless you are giving it away or putting it on a second computer, I don't see any use for it. The two sketch programs are for doing the digital equivalent of the type of sketches one might make on paper. Here's a discussion of the two.
