They are genuine HP cartridges and not refilled ones?

The biggest cause of this kind of problem is usually due to using third party or refilled HP cartridges.

I don't know whether that machine has the inkjets in the cartridge or not; if not I suppose it might be blocked jets?

If you don't get an answer here I'd suggest logging onto Compuserve's PCHardware Forum and posting in the Printers and Scanners section since Lee Kreider there works with printers every day doing in store customer support and he really knows about this very well.
