Digital Anarchy has a free cartoon bubble plugin. I'm not sure how often any of us has cartoons to bubble, but you never know. I've used vector cartoon bubbles a few times.

Thanks - I'll pass it on to my son who would like to be a graphic novel illustrator (full time rather than in his spare time)
